pQT update

All games for the PQT will be played as scheduled.

However, we will now be playing at John Blanch Sports Complex.  The directions for John Blanche are:

Take I-15 North, Exiting Winchester RD. Turn Left and go over freeway (west) to Diaz RD., turn Right (north). The John Blanche Memorial Soccer Complex is at the north end of Diaz RD. There is a fee for Parking.

 

Premier Qualifying Tournament

 


 

Presidio Premier League (PPL) Cup is a season ending tournament that will feature the top teams in the Presidio soccer League.  Teams will have to apply and gain acceptance to play in the tournament.  It is designed to be a high level tournament with the top teams from lower brackets working their way up the ladder to play the Premier teams.  It is also a tournament that will give up and coming teams a chance to demonstrate their abilities against stronger competition thus proving that maybe they are worthy of playing at a higher level the following year.  It is also designed so that those teams who played at Premier have a chance to prove to the rest that they still belong playing at that level.

Administration
The PPL Cup will be run by the Presidio Premier Committee.  The Presidio Premier Committee shall appoint someone or a committee to run the tournament.  The Presidio Premier Committee is made up of the Directors of Coaching or a representative from each club in Presidio who has a team that plays in a Premier circuit.

The PPL committee shall have the authority to rule on any matter involving the competition of this tournament.

The tournament shall be played by the FIFA laws of the game as amended by USYSA.

Team Eligibility
A team must be registered and in good standing with Cal South to be a participant in this tournament.  In addition all teams must be a member of a Presidio affiliated club.  Teams shall compete in their own age group of the age group whose circuit they competed during the current seasonal year.  The exception shall be at U12 where U11 teams may be allowed to participate if accepted into the tournament.

Players must be officially rostered onto a team to compete with that team.  Rosters become final 5 days prior to the start of the tournament.  No player may play for two different teams in the tournament.  For example, a player may not play for U14 team in November and then come back and play again for a U13 team in December.

Player Eligibility
Players must be properly registered to a team to participate with that team in the competition.  The roster freeze is five days prior to the start of the tournament.

Players must be in good standing with Presidio and Cal South.  

Presidio Red card or caution suspensions do not affect the play of PPL League Cup games.  However, if a player is sitting out a timed suspension for such offenses, such as a full season or a 3 month suspension, and such suspension would include the dates of the PPL League Cup, the suspension will stand for the duration of the PPL Cup.

Players must have an official player card and be able to provide proper documentation and medical release form upon request to verify age and registration to team.

Form of Competition
The PPL Cup shall be offered annually for teams in the following ages and for both genders: U12, U13, U14, U15, U16-U19 for girls, U16 Boys, and U17-U19 Boys.

The competition will be a modified tournament format with teams playing group or round robin games and then advancing to a single elimination format.

For all games beyond the preliminary round of games, games ending in a tie shall go straight to a FIFA kicks from the mark to determine the winner.

The length of games will be 2 x 30 minute halves for all games and all age groups with the exception of Girls U16-19 and Boys U17-19 where they will play 2 x 35 minute halves.

Scoring for the tournament will go as follows:
3 points for a win
1 point for a tie
0 points for a loss

Ties in points in the preliminary round standings shall use the following tiebreakers in order:

  1. Winner head to head competition
  2. goal differential (goals for minus goals against up to a maximum differential of 4 per game).
  3. Least goals allowed.
  4. Most goals scored.
  5. Shut out wins, forfeits not counting.
  6. FIFA kicks from the Penalty mark.
  7. If more than two teams are tied in points after the preliminary rounds are played, the tiebreaker criteria listed shall be used until one team is advanced or one team is eliminated or both.  If remaining teams are still tied at this point, the tie shall be broken by beginning again with step one and working through the criteria until one team is advanced or eliminated, or both.

Entries into the PPL Cup shall be seeded and placed into brackets by the PPL Cup committee.  Should teams withdraw from the tournament, the PPL Cup committee has the right to adjust the brackets or formats as necessary. 

Awards shall be given to the first and second place teams in each age group.  The trophy given to the first place team will be a perpetual trophy and must be returned one month prior to the start of the next season or face a $250 fine for the violating club.

Precedence of Games
PPL League Cup games shall take precedence over entered teams possible remaining Presidio games.

Playing Rules
Home team is listed first on the schedule and shall have choice of sides, will change jerseys if the referee determines there is a color conflict and shall provide game balls when needed.

There is a 15 minute grace period for teams to provide proper paperwork and field the correct number of players for a game before the game is determined to be a forfeit.

Any player or coach ejected from the match shall not be allowed to participate in the next scheduled match.  A forfeit does not count as a scheduled match.  If a player committed a more serious act of Violent Conduct or behavior it is at the discretion of the PPL Cup committee that said player face a longer suspension than the one game.

Each team will be responsible for checking in with the field marshals one hour prior to your first match.  Teams will be responsible for providing game the game card to the referee.

Each team will be responsible for paying their half of the referee fee.  These fees shall be paid in cash and must be paid prior to the start of the match.

Protests
The PPL Cup committee shall have the authority to rule on all matters pertaining to this tournament. 

The PPL Cup committee has the authority to issue suspensions of more than one game.

All decisions made by the PPL Cup committee are final.

A protest shall not stay the PPL competition.

All protests must be made in writing to a member of the PPL Cup committee within 2 hours of the end of the game.  Protests must be based on an infringement of the laws of the game.  Protests filed based in the judgment call of the referee will not be accepted.

Forfeits
Teams found to have violated the rules of this tournament shall face disciplinary action which may include the team’s disqualification from the tournament or the forfeiture of one or more games. 

Teams forfeiting any preliminary round game shall forfeit all preliminary round games in this tournament.

Teams failing to appear for a scheduled game shall lose their $500 bond fee. 

Suspension of Games
If the game is suspended prior to the commencement of the second half, the game shall be replayed in its entirety.  If the game is suspended after the second half is begun the game shall be considered final and the score shall stand, unless there was a purposeful misuse or misconduct of this regulation.

If a suspended game is a preliminary round game the PPL Cup committee shall decide if the game is re-played based on whether it has any importance to the teams involved.

If the game is suspended due to misconduct the PPL Cup committee shall determine if the game is replayed or declared a forfeit after making a decision as to which teams or both are adjudged to be at fault for the suspension.

Premier Qualifying Tournament (PQT)
The PQT or Premier Qualifying Tournament is a last chance opportunity for teams to qualify for Premier the following season.  The PQT will be played as a part of League Cup on the weekend of Nov. 10th and 11th.  The winner of the PQT group gains automatic entry into the Premier bracket for the following season, regardless of who wins League Cup.

Teams wishing to be considered for the PQT group must apply to League Cup and then be approved to play in the PQT group by the Premier selection committee.  The PQT group will be selected on October 31, 2007 and letters will be sent to those teams immediately.

The Premier committee reserves the right to pick as few as two teams to play in the PQT group and no more than 5 teams.  The criteria for selection to the PQT group are as follows:

  1. 7th place in Premier group(automatic entry)
  2. 2nd place in AAA group(automatic entry)
  3. younger team which has won Premier bracket for two years in a row(automatic entry)
  4. Coast League team with proven track record
  5. 3rd place AAA team
  6. dominant AA team

Since there are no 10 team leagues where a PQT tournament will be held (there is no PQT for U17-19 boys and U16-19 girls), the 8th place team from Premier automatically is relegated to AAA.  The top 3 criteria listed above are guaranteed entry into PQT.  However, items 4-6 above are only criteria that will be used to determine teams worthy to compete for a Premier spot.

To note, the winner of the PQT bracket will gain automatic entry into Premier for the following season.  When the following season comes around, should the Premier bracket be in need of teams to make an 8 team circuit, the standings of the PQT and NOT the league season will be determined to fill the Premier spots.

In brackets where only two teams are accepted to the PQT bracket, should those teams tie their match; the game will proceed to 2 x 10 minute overtimes of golden goal.  If at the end of the overtime periods they are still tied, the game will proceed to FIFA kicks from the mark to determine a winner. 

In games where there are more than two teams in the PQT brackets the game can conclude as a tie.  If at the end of pool play two or more teams are tied, the League Cup rules for tiebreakers will be followed.  These rules are the same as the Cal South State Cup rules.
