Presidio Seeding Criteria and Procedures

Note: For purposes of forming balanced circuits, teams petitioning to play up or return to their old on-age entitlement must be approved by the Executive Board. The request must be in writing and submitted at application, but separately to the Executive Board.

I.    Purpose

A.    Provides written criteria and procedures for the formulation of playing circuits and the conduct of the season.

II.    Circuit Size

A.    U-8 and U-9 shall be organized by the Seeding Committee and approved by the Executive Committee. AAA designations shall not be assigned to U-8 or U-9 circuits. U-8 and U-9 circuits shall have eight (8) teams if possible.

B.    U-10 through U-11 circuits: AAA circuits shall have 8 teams or more. In the event that the last circuit formed does not have 8 teams available, the seeding committee shall add these residual teams to other circuits creating an exception to the 8 team minimum rule and form a seven (7) or team (10) team circuit of more. AA shall be split North and South. All AA circuits shall have 7 or 8 teams with the lowest circuit absorbing the overflow. The Executive Board may authorize countywide AA circuits at the request of the Directors.

C.    U-12 through U 17 circuits: Premier and AAA circuits shall have 8 teams or more. To minimize byes, all other circuits shall have 10 or 12 teams, except the lowest AA circuit which will absorb any overflow and may have an odd number of teams, but not less than seven (7).

D.    U-18 and U-19 circuits: The seeding committee shall follow the rules as stated herein under "C" (U-12 through U-17) above for the U-18 and U-19 circuits with the following exceptions. In the event of the circumstances which would preclude the formation of circuits following these rules and guidelines, the Seeding Committee may form circuit either smaller or larger at their discretion.

III.    Games

A.    All scheduled games count in the standings. (NOTE: This does away with requirements for Premier and AAA to play teams an equal number of times)

B.    In a circuit where all teams do not play each other the same number of times, team numbers will be randomly assigned.

C.    If due to scheduled byes teams do not play the same number of games in a circuit, the teams that play less than the maximum will have their point total adjusted by their per game average to simulate playing the additional games.
        Example : Nomads 11-1-1  34 points
                       Express 11-1-0   33 points 33/12 = 2.75 per game
                       Express adjusted to 33 + 2.75 = 35.75 (1st place)

IV.    Entitlement Criteria

General Rules: Qualifying steps are in rank order of importance; i.e., teams qualifying in step#1 shall be ranked ahead of step #2 qualifiers, etc. All steps above "Any team deemed capable" are mandatory slots and teams shall play at their mandated level. An exception is provided as follows: Where a team has been reorganized and the level of the players has been reduced, the seeding committee, at its discretion, may allow the team to compete at other than its mandated level. For purposes of forming balanced circuits, teams petitioning to play up or return to their old on-age entitlement must be approved by the Executive Board. The request must be in writing and submitted at application, but separately to the Executive Board.

V.    Premier Entitlements

A.    Teams qualify for U-12 Premier as follows:
1.    All but the three (3) bottom U-11 AAA teams from the previous season.
2.    1st place AA-A North and South U-11 circuits
3.    1st and 2nd place AA-A U-11 where no North /South circuits exist.
4.    Presidio Cup AAA Champions. Group must have at least five (5) AAA teams participating.
5.    State Open Cup Semi-finalists (as determined by Seeding Committee).
6.    6th place U-11 AAA team from previous season.
7.    7th and/or 8th place AAA teams with six losses or less in previous season.
8.    Any team deemed best capable.

B.    U-13 Premier and above:

V. Premier Entitlements to be established by the Premier Committee
1.    The Premier Committee shall be composed of all Leagues with one (1) or more Premier Team(s) U12 and above.
2.    There will be seven (7) Directors to be voted on by the Premier Committee. For the 2005/2006 season there will be three (3) Directors elected for one (1) year terms and four (4) Directors elected for two (2) year terms. One of the seven Directors must be a Chairperson. Commencing with the 2006/2007 season all Directors will be elected to two (2) year terms.
3.    Premier Directors are responsible to the body of the Premier Committee and to the Presidio Board.
4.    If a Director's League should lose its Premier status during the course of his or her term he or she will resign their position at the next scheduled meeting. The Premier Committee will elect a new Director to serve out the term.
5.    Any changes to the Rules and Regulations will be by simple majority vote after a quorum of the Premier Committee has been met. Prior to the implementation of these changes they must be approved by the Presidio Board.
6.    All members of the Presidio Executive Board and the Premier Committee will be notified and invited to attend all of the Premier Committee meetings within seven days or no less than 72 hours via email.
7.    Minutes of all meetings of the Premier Committee shall be posted on the Presidio website within 14 days (and/or in lieu thereof sent in writing (which may be by email or similar electronic communication) to all Presidio Executive Board members and Premier Committee members.
8.    Winner of AAA moves to Premier.
9.    Top four (4) teams will stay in Premier U13 –U19.
10.    Eliminate the 16 Rules and Regulations for the Premier Committee established May 2003.
11.    Create the Super Elite Circuits for GU16, 17, 19 by combining the strongest teams as selected by the Premier Committee.
12.    Create the Super Elite Circuits for BU17, 19 by combining the strongest teams as selected by the Premier Committee.
13.    For the 2005 season Super Elite Circuits will be made with the approval of all entitled participants in the Premier League.
14.    Premier Committee to determine league play dates with approval by the Presidio Board.
15.    Premier Committee to establish a League Cup (PQT) and a Player Showcase at the end of each season.
16.    Any appeals will be heard by the Presidio Board.

VI.    Entry Level U-9 and U-9 Seeding

U-8 and U-9 Circuits shall be comprised of teams which are seeded according to level of play. They shall be placed in 3 levels of play Blue (highest), Red (middle) and Green (lowest). If there are enough teams to have North and South Circuits in some colors then there will be a geographical split.

VII.    AAA-AA Entitlements (Teams qualify as follows)

A.    AAA-Qualifiers (U-10)
1.    1st and 2nd Place from the Blue North and South Circuits, top 4 if 1 circuit of Blue
2.    1st Place from North and South Red Circuits, no Green teams
3.    The 2 next best teams
4.    State Cup Finalist
5.    Winner Presidio Cup U-9 Upper Circuit
6.    Next best team deemed capable
B.    AAA-Qualifiers (U-11 through U-17)
1.    Premier teams dropping down. (Under 12 through U-17 only)
2.    All but bottom three (3) AAA teams from previous season.
3.    Top AA-A teams from previous season. Top North and Top South. If only countywide AA circuit exists, 1st and 2nd place teams qualify.
4.    State National Cup Semi-finalists (top 50% if less than 12 teams entered).
5.    State Open Cup Semi-finalists (Finalists if National Cup held in age group).
6.    Presidio Cup AAA Finalists. Group must have at least five (5) AAA teams participating.
7.    6th place AAA team with six loses or less in previous season.
8.    If sufficient teams are not provided by steps 1 through 5:
a.    Any team deemed best capable.
b.    Last slot may be left unfilled unless it is a six team circuit.
C.    AA-A Qualifiers (U-10)
U-10 AA-A circuits shall be comprised of the remaining teams in order of previous season's finish.

D. AA-A Qualifiers (U-11 through U-17)
1. AAA teams dropping down.
2. AA-A with .500 or better records not moving up.
3. Top two AA-B teams in order of finish.
4. AA Presidio Cup finalists.
5. Any team deemed capable.
E. Qualifying for AA-B or lower as follows:
1. Next highest level teams moving down.
2. Same level teams with .500 or better records not moving up.
3. Top two teams in order of finish from next lower level.
4. Any team deemed capable.
F. At U-11, AA-A criteria shall be used to form AAA, due to the progression of teams to Premier. AA=B or Lower Criteria (in order) shall be used to form AA circuits as appropriate.

G. Entitlements (U-12 through U-17)
Same criteria as above, with the following exceptions:
1.    For seeding criteria purposes, all circuits are considered to have 8 teams or more.
2.    In a AAA circuit all but the bottom three (3) AAA teams remain AAA as in step 1 of AAA qualifiers above.
3.    In general, regardless of the designation of the circuit (AAA, AA-A, AA-B, etc.) circuits shall be filled from highest to lowest with the same criteria as the youngers.
H. Entitlements (U-18 and U-19)
U-18 and U-19 circuits shall be selected by the seeding committee. They shall follow essentially the same basic criteria established for the lower ages, although the judgment of the seeding committee will be relied on to determine the relative merits of the teams and shall form the basis for assigning teams to appropriate levels of play. Appeals of placement in U-18 and 19 shall follow the same procedure as in any other age group.

VIII.    Rank Ordering of Teams

A.    Teams shall be ranked by order of finish within their prior circuit for seeding. Ties shall be broken as follows:
1.    Regular season head to head points
2.    Regular season head to head goal differential
3.    Regular season goal differential within the circuit
4.    Repeat steps 1 through 4 for post season play. (post season defined as Presidio, State and National Cups only)
5.    Coin toss    NOTE: with three or more teams, when a team is eliminated under this procedure, revert back to step 1 and reevaluate the remaining teams.

B.    For Awards
1.    Regular season head to head points
2.    Regular season head to head goal differential

IX. Comparison Criteria (Team Vs Team In Order Of Importance)

A.    AAA vs AA (for inclusion into AAA circuit)
1. Record vs common opponents (including head to head).
2. AAA Presidio Cup and State Cup results.
3. Results in common tournaments.
4. Strength of Program (club reputation/tournaments, etc.)
5. AAA team wins if all else judged equal.

B.    AA teams wanting to move up to AAA must participate in the AAA Presidio Cup and/or State Cup so that valid comparisons may be made (unless entitled as AA-A champion or insufficient AAA teams re-apply).

C.    AA vs AA (In order of importance)
1. Same circuit: A. Order of finish; B. Head-To-Head (all); C. If still tied use steps 2,3,4,5 below.
2. AA Presidio Cup results
3. Record vs common opponents
4. Results in common tournaments
5. Strength of program

D. New Teams
     1. New teams are teams that hold no entitlement privileges from the prior season.
     2. They are to be judged on verifiable data only:
a. Known player and coaching ability.
b. Game results compiled by the new team (not its players on their former teams) i.e., pre-season tourneys.
     3. They are considered for inclusion into circuits ONLY when the step "any team deemed capable" is reached.

IX.    Exercise of Entitlements
Entitlements and Team Transfers - Passed Oct. 2003

A.    Teams gaming within the Presidio Soccer League are typically considered to be obligated to the club/league registering their players/administrators to CYSA-South. It is the purpose of the Presidio Soccer League to protect its member leagues from frivolous or monetarily motivated movement of teams to any other member club/league. Therefore, the Presidio League has established rules and by-laws governing the entitlements of teams that transfer/move from the club/league where those entitlements were earned.

This amendment should not be considered as a change in the established rules regarding the unauthorized movement of entitled teams. It is still the position of the Presidio League that under the situations outlined in the preceding paragraph, the member league to which a team was registered when that team earned its entitlement, will retain that entitlement if and when said team should move to any other Presidio member club/league with the following exceptions. In order to preserve the integrity of the Presidio gaming circuits and additionally to provide an avenue for teams, which are able to establish justifiable reasons for team relocation, the Presidio League shall establish an "Entitlement Committee". This committee will consider team or league entitlements, which may have a detrimental impact on Presidio circuits. The committee will also hear appeals submitted by teams that have switched leagues due to irreconcilable differences. The "Entitlement Committee" will be comprised of not less then three (3) members appointed by the Presidio president. Each member league shall submit names of potential committee members. The committee members shall be rotated to provide unbiased decisions. The committee's decisions can be appealed to the Presidio Executive Board.

In the first scenario, a request may be referred to the "Entitlement Committee" by any member of the Presidio Board or "Seeding Committee" when the integrity or quality of a Presidio circuit is jeopardized by the substitution of an allegedly unqualified team by a club/league retaining an "Entitlement" after an entitled team leaves that club/league. An unqualified or sub-par team may not be substituted for a qualified team.

In the second scenario, a team alleging that they have major philosophical and irreconcilable differences with the club/league where their teams entitlement was earned, my submit written documentation to the "Entitlement Committee" requesting that they retain their earned entitlement. A team must retain 12 players, if U11 or older, or return 9 players, if U10 or younger, of the previous seasons roster in order to be eligible to submit an application to the committee. Completed and legible medical releases for the returning players must accompany the application. Where the club/league opposes the requested entitlement retention by the team, the club/league is encouraged to submit their argument to the committee.

Appeals must be received within twenty-four (48) hours of the committee's notification to the parties. Appeals must be e-mailed or faxed to the Presidio League secretary or president using the contact information provided on the league's web site.

C.    All circuits are formed in strict order of ranking.

D.    If more teams hold entitlements to a level than there are positions, teams are assigned in order of qualification, and those left over are automatically assigned to the next lowest level of play.

E.    If a club holding an entitlement fails to field a team or refuses to play at its mandated level, then the slot is open and may be filled by the seeding committee per the rules. Any team subsequently formed by the club in question at the specific age shall be considered a new team and placed as such.

F.    Any club that registered with the CYSA-South with its own club number within a league, is recognized as a club under the seeding criteria and is allowed to take its entitlements with it if it leaves a league.

X.    Seeding Committee(s) AAA and Lower

A. Committee(s) appointed by the President with general membership ratification prior to application due date. There will be two Seeding Committees: Younger Boys and girls, Older Girls and Boys. Committees may be combined to meet scheduling requirements. Each Committee shall have no less than ten (10) nor more than twenty (20) voting members plus a non-voting Chairperson, who shall vote only to break a tie. All member leagues, in good standing, shall be allowed to submit nominations for the positions on the committees with 8 or more teams. The Chairperson does not count in this allocation. Each member league, in good standing, having submitted a nomination, will have one (1) nominee represented on one of the committees. The remaining open positions shall be filled in direct proportion to the number of teams each Club/League had competing in Presidio the prior season.

B.    Any voting member that misses three consecutive general meetings shall not serve on any Seeding Committee or Appeal Board for the next season.

C. Chairmen are appointed by the President.
     1. Ensures criteria / procedures are followed.
     2. Directs the committee.
     3. Only votes to break ties.

D. Simple majority of those present required to set draft circuits.

XII. Draft Circuits / Appeal Of Placement / Finalizing Of Circuits

A. Draft circuits shall be issued at a meeting of the general membership as specified by the Executive Board.

B. Clubs have 7 DAYS to review and file written appeals with the Presidio President.

C. The Executive Board will be the Appeal Board and shall consider all appeals.
1. No one who was on the Seeding Committee whose decision is being appealed may sit on the Appeal Board. The Appeal Board must have at least three members present. The President may select replacements for ineligible Executive Board members (with Executive Board approval)
2. Hearings will be informal and need only consider the written content of the appeal. Witnesses or any other oral or written testimony will be heard only at the pleasure of the Appeal Board.
3. Simple majority of board members present decides appeal.
4. If the Board's decision on an appeal forces another team to change circuits, then that affected team may appeal within 48 hours of its Presidio Representative, Club President, or official team contact receiving notification of the decision from the Appeal
Board.
D. Decisions arising from appeals caused in item #C are FINAL for All teams. NO SUBSEQUENT APPEALS ARE ALLOWED.

E. Circuits are final on the announced date or when appeals (as allowed above) are completed, whichever is later.

XIII. RESCHEDULING / MOVING TEAMS DUE TO DROPS OR ADDS

A.The President should consult with the appropriate director prior to assigning or moving teams within circuits; however, the President's decision shall be final subject to override provisions in the By-Laws.

B. Rescheduling decision (including moving teams up or down) due to drops, adds, and/or insufficient teams in a level of play will be made by the President or the appropriate Director in his / her extended absence.

C. Drops resulting in an odd number of teams in a circuit. (1) Leave with byes, or (2) Proffer slot too next highest /lowest level, or (3) Assign any team desiring that level.

D. Drops resulting in less than minimum number of teams. (1) Reschedule remaining teams, (2) Proffer to adjacent levels of play, or (3) Assign and team desiring that level.

E. Penalty for DROPS or ADDS after the circuits are finalized shall be fixed by Presidio and is in addition to forfeiture of team bond.

F. Drops after the first game date of the circuit may or may not result in rescheduling. Dropped team games are 1-0 forfeit wins, if not rescheduled. Fines in "E' also apply, at the discretion of the Executive Board.
